I would get a cheap straw hat from Poundland or somewhere then I would get small baskets (hobbycraft, poundland etc) and fill the baskets with green plastic stuff and a small chick and hang them off the hat Australian style.

My dad scanned the pic of the daffodil hat but could only do it in black and white (second on the left)
Anyway it was yellow card daffodil back with orange card bonnet bit glued on. The orange card was covered in orange crepe which stuck out a few cms at the front to give a frill. It was tied on with an orange ribbon.
