I am on the fence for this one On your side, I can see that my mum's partner is now on the local council and as such has been on a training course and now he and several colleagues sit on the council for local planning applications. There's nothing more sinister than a fair amount of NIMBYism.

On the other hand, having watched that George Clarke program with unusual historical buildings, and read up on people renovating or converting stuff, the refusals seem sometimes to completely without basis. Councils seem to simultaneously bemoan how terrible it is that /small local landmark/ is falling to pieces, and will be completely beyond repair in 5 years, whilst also saying that the roofing tiles chosen for the renovation are totally unacceptable, yet naturally /they/ cannot be expected to suggest any roofing material that would be suitable; just redo all your plans and come back in 3 months.
