They are jubilee medals apparently, but he only has 2 as he wasn’t born when The Queen has her Golden Jubilee.

Yes - his older cousins Peter and William have the Gold, Diamond and Platinum medals, as do all the rest of the family, armed forces and selected other civil servants. Harry has them too, plus an Afghanistan service medal.
